On April 14th, Zhang Qixiang, Deputy Secretary of the Municipal Party Committee and Mayor, met with the Head of the All-Russian Center for National Construction Policy Moor and His Delegation. Wang Yanfang, a second level inspector from the Planning, Finance and Foreign Affairs Department of the Ministry of Housing and Urban Rural Development, and Tan Lewei, Deputy Mayor, attended the meeting.

Zhang Qixiang expressed welcome to Moor and his delegation. He said that as a central city for China's cooperation with Russia, Harbin always regarded opening up to Russia as an important development strategy and focused on building a multi-level platform for cooperation with Russia. At present, Harbin is deeply implementing the important instructions of the major speech made by President Xi Jinping during his inspection of Heilongjiang, focusing on firmly building up "three bases, one barrier, and one highland", and solidly promoting high-quality development and high-level opening up to the outside world. He sincerely hopes that both sides will deeply implement the consensus of the two heads of state with the upcoming first Harbin China-Russia Construction Industry Promotion Conference as an important opportunity and a new starting point, fully play the role of market and innovation entities, and continue to promote mutually beneficial cooperation and win-win results in the construction industry between China and Russia, so as to contribute to maintaining the sustained high-level development of the comprehensive strategic partnership between China and Russia in the new era.

Moor stated that they highly valued the exchange and cooperation with Harbin in the construction industry, and hoped that this promotion conference could serve as an important bridge to further strengthen communication and liaison between the two sides, continuously deepen practical cooperation in park projects, technological innovation, talent cultivation, and other fields, thus achieving new results.

Before the meeting, Zhang Qixiang, together with Moor and his delegation, visited the exhibition area of the first Harbin China-Russia Construction Industry Promotion Conference & the first Harbin Construction Industry Expo.
