  Harbin is the economic development center of Heilongjiang Province, as well as a comprehensive city with industry as the main body and the three industries developing in an all-round way.

  During the period of the first and second “five-year” plan, Harbin formed the economic structure with state-owned large and medium-sized enterprises are the main body and the heavy industry as the main focus, and became an important industrial base of China. At that time, there were more than 3,000 kinds of main products, covering the whole country, and being exported to over 100 countries and districts. Among these products, the equipment for power station, tools and gauges, airplanes and motors, linen textile products, aluminium magnesium processing, precise meters, bearings, cables, overload protection devices, etc. took the lead in the domestic market.

  Since the reform and opening, Harbin has redoubled its efforts toward structural adjustment, and the high-tech industries such as medicine, automobile, food, electronic information has developed rapidly, forming a new industrial structure. During the period of the tenth “five-year” plan, the goal of industrial development is to use informatization to propel industrialization, make efforts to cultivate the four supporting industries including electronic information, automobile, food and medicine, strive to develop the five advantageous industries including equipment manufacture, environmental protection, welding, new materials, and biological engineering, actively adjust and transform the 6 traditional industries including machinery, textile process, metallurgy, building materials, petrochemical and light industrial products so as to form a new industrial and economic structure.

  The reform and opening has facilitated the rapid development of the tertiary industry in Harbin, and the status and function of the tertiary industry in the national economy is becoming increasingly conspicuous. During the period of the tenth “five-year” plan, the tertiary industry in Harbin will continue to adhere to the direction of serving the national economy and social development, mainly develop social services such as foreign economy and trade, finance and insurance, real estates, urban transportation, tourism, scientific and technological education, information consultation, culture and public health, etc., and construct a perfect marketing economic system so as to satisfy the need for economic development and people’s living.

  During the period of the tenth “five-year” plan, the agriculture and rural economy of Harbin will focus on strengthening the basic role of agriculture, increasing the income of peasants and adjusting the agricultural structure. Efforts will be made to improve the traditional agricultural production structure, keep corns production stable and enhance animal agriculture, and mainly develop quality and profit–oriented agriculture with green agriculture as the focus. Efforts will be made to insist on promoting agriculture by applying scientific and technological achievements, popularize advanced and practical technologies, carry out the project of good kinds, and set up a modern agricultural sci-tech district and science and technology experiment base. Efforts will be made to promote actively the agricultural comprehensive development, set up 14 industrial chains for green food bases, accelerate the course of agricultural industrialization, and promote the whole development of agricultural economy.

  In 2008, the comprehensive economic power increased significantly. According to the original estimate, the total annual value of the local production can realize 28.682 billion yuan, up by 13.2 percent over the previous year according to comparable prices. Among them, the added value of the primary industry was 39.02 billion yuan, up by 6.9 percent; the added value of the secondary industry was 107.76 billion yuan, up by 14.5 percent; the added value of the tertiary industry was 140.04 billion yuan, up by 13.9 percent. The contribution rates of the three industries to the economic growth are respectively 7.5%, 40.7% and 51.8%. The industrial structure was adjusted from 14.3:37.0:48.7 in the previous year to 13.6:37.6:48.8. The per capita GDP was 29,012 Yuan, up by 12.6% over the previous year.
