China-Russia Economic and Trade Index Report: Harbin’s Urban Radiation Index Has Increased Significantly

On the morning of September 16, the China-Russia Economic and Trade Index Report (2020) was officially released. The index evaluation results show that since the base period (2014), Harbin’s urban radiation has increased significantly. The Harbin’s urban Radiation Index closed at 149.46 points in 2019, which was increased by 13.01% on a year-on-year basis. The infrastructure radiation is the most important driving factor contributing to such increase.

The report points out that Harbin as the capital of Heilongjiang boasts of inherent geographical advantages in trade with Russia and its positioning as a regional center city is self-evident. An all-dimensional, multi-tiered opening pattern has been formed for the trade between Harbin and Russia, with Harbin as the leader, China-Russia border trade zone as the window, and borders and routes as the frontiers. On December 16, 2015, the State Council approved the establishment of the Harbin New Area, which is the only national-level new area in China with the theme of cooperation with Russia. On August 26, 2019, the Harbin Area of China (Heilongjiang) Pilot Free Trade Zone was officially set up, which covered an area 79.86 square kilometers and entirely located in the new area. Over the past year, the Harbin Area has achieved new improvements in foreign cooperation by actively opening up four chains of foreign cooperation, including the logistics chain, industrial chain, financial chain and science and technology innovation chain, promoted the enhancement of Harbin city radiation and further strengthened its status as a central hub of regional cooperation with Russia and Northeast Asia.

According to the index evaluation results, China-Russia trade index showed a steady upward trend in 2019, which was increased by 12.66% over the last year. Affected by the COVID-19 in 2020, the global trade fell sharply, but China-Russia bilateral trade has maintained an increase trend. This reflects the high level of strategic cooperation between China and Russia as well as the great resilience and potential of bilateral economic and trade cooperation, suggesting the promising prospects for their cooperation and development.
